L'Associació UNESCO de Lleida, ha participat a la redacció d'aquesta Carta a la Directora General de la UNESCO, Irina Bokova en nom de la llibertat d'expressió, del dret a l'autodeterminació i per la dignitat en el Dia Internacional de la No Violència.

Aquesta Carta s'ha presentat el passat dissabte 29 de setembre.

Benvolguda Directora General de la UNESCO, 


Ens adrecem a vostè per posar-la en coneixement de la situació que viu el nostre país, Catalunya, i per demanar-li que doni suport al desig del poble català: votar en referèndum el proper dia 1 d'octubre.

Després de les diverses actuacions per part del Govern d’Espanya, del Tribunal Constitucional i de la Fiscalia, el poble de Catalunya viu moments d’alta tensió, tant política com social. Els processos de diàleg amb el Govern Central han sigut denegats degut a què en el procés sempre s’ha demanat el dret a decidir la possibilitat de la autodeterminació. Dret declarat en l’article 1 del Pacte Internacional de Drets Civils i Polítics (ICCPR) i el Pacte Internacional dels Drets Econòmics, Socials i Culturals (ICESCR), que formen part de la Carta de les Nacions Unides (Capítol 1, Article 1, part 2) junt amb la Declaració Universal dels Drets Humans (Article 15).

El dret a decidir del poble de Catalunya la possible autodeterminació de l’ Estat Espanyol, ha sigut vetat, esmicolat i tergiversat. La post-veritat forma part de l’estratègia sòcio-política dels partits polítics que volen la indissoluble unitat de l’Estat espanyol per esbiaixar els drets fonamentals, ja malferits des de la Sentència del Tribunal Constitucional (27 de Juny del 2010) sobre l’Estatut de Catalunya, prèviament refrendat pel poble de Catalunya.

Des d’aquell moment, totes les manifestacions socials que han realitzat els catalans han sigut multitudinàries (amb una massa crítica considerable) amb ressò internacional i totalment pacífiques.

Hem demostrat durant set anys consecutius ser un poble de pau, autoconscient dels seus fonaments històrics i socials, i ferm en les nostres voluntats. Voluntats que són de dret, mai de privilegis no merescuts ni pidolats. Són drets de reconeixement, deontològics que, en part, han sigut menyspreats, en part han sigut ignorats.

És per això que, després de demanar pacientment que se’ns escoltés durant tot aquest temps, el Govern de la Generalitat ha decidit – després d’haver guanyat la consulta sobre la Independència de Catalunya del 9 de novembre del 2014 amb un 80,91 % el sí a l’esdevinguda d’un estat independent –de declarar el pròxim 1 d’octubre el Referèndum sobre l’Autodeterminació de Catalunya. Referèndum declarat il·legal i antidemocràtic per part del Govern Central.

Per la llibertat d’expressió, per la llibertat de consciència, i pel respecte a les capacitats democràtiques, més enllà del concepte de l’estat de dret, demanem a la UNESCO el suport a què es faci possible el Referèndum d’Autodeterminació de Catalunya. Per la dignitat del Poble Català, dignitat que forma part dels Drets Humans i del Patrimoni de la Humanitat.

Letter from the Catalan Federation of UNESCO Associations and Clubs to the General Director of UNESCO, Ms. Irina Bokova

Dear General Director of UNESCO,

We address you to inform you about the situation in our country, Catalonia, and to ask you to support the desire of the Catalan people: vote in referendum on October, 1.

After the various actions on the part of the Government of Spain, of the Constitutional Court I of the Public Prosecutor's Office, the people of Catalonia are experiencing moments of high tension, both political and social. The processes of dialogue with the Central Government have been denied because the process has always been called for the right to decide the possibility of self-determination. Right stated in article 1 of the International Covenant on Civil and Political Rights (ICCPR) and the International Covenant on Economic, Social and Cultural Rights (ICESCR) which form part of the Charter of the United Nations (Chapter 1, Article 1, part 2), together with the Universal Declaration of Human Rights (Article 15).

Our right to decide the possible self-determination of the Spanish State has been vetoed, crumbled and distorted. Post-truth is part of the socio-political strategy of the political parties that want the indissoluble unity of the Spanish State to bias the fundamental rights, already harmed since the Sentence of the Constitutional Court (27 of June of the 2010) on the Statute of Catalonia, previously aproved in referendum for the people of Catalonia.

From that moment on, all the social manifestations made by the Catalans have been multitudinous (with a very considerable critical mass) with international and totally peaceful echoes.

We have proved, during seven consecutive years, as a people of peace, self-conscious of its historical and social foundations, and firm in our wills. Wills that are of right, never of undeserved privileges or begging. They are recognizable rights, deontological, which, in part, have been despised, have in part been ignored.

So, after patiently requesting us to be heard during this time, the Government of the Generalitat has decided - after having won the Citizen Participation Process on November 9, 2014 with a 80.91 % the yes to the happened one of an independent state - to declare next the October 1 the Referendum on the Self-determination of Catalonia. Referendum declared illegal and undemocratic by the Central Government.

For freedom of expression, for freedom of conscience, and for respect for democratic capacities, beyond the concept of the rule of law, UNESCO is asking the support to make the Catalan Self-Determination.

For the dignity of the Catalan People, dignity that is part of Human Rights and the World Heritage.
